This is just a street dropping off into the water of the Atlantic Ocean. Hardly qualifies as a tourist attraction (I found it by searching for public park...). You could launch a small boat there as long as you don't need to back the boat trailer into the water. There is a small parking area about a half-block away though I'm not sure if it's public or part of the adjacent home.
The guys and I love swinging through in a rental boat for some quick boat instruction and anchoring on the rocks. Beautiful views and people watching - get out there and scuff it up!
